Do you have textproc/docbook-xsl properly installed? See also ports/UPDATING.
That must have been it. I cut-n-pasted from UPDATING, and everything (except dconf) seemed to work. I just now ran pkg delete -f docbook\* and ran portmaster to upgrade dconf, and it worked.
