patch to files/apache24.in

When starting/stopping/reloading an instance with thousands of virtual hosts, the extra sanity check (httpd -t) takes quite a long time. The attachted patch adds a switch called apache24_configcheck_disable to disable these checks if the administrator wishes to do so.

Will look into the patch and commit with the next apache24 release.

Your patch was committed together with the update to apache24-2.4.10.

Thanks!
