Mesa-7.6.1 is not found:
look in: ftp.freedesktop.org/pub/mesa/older-versions/7.x/7.6.1/MesaLib-7.6.1.tar.bz2

Now, It would be better if you lot told some one out side of your group? 
about the new location, like the lads building the Makefile!

I checked the URL

ftp://ftp.freedesktop.org/pub/mesa/older-versions/7.x/7.6.1/MesaLib-7.6.1.tar.bz2

and the file is there.
