This new port is a prerequisite for next version of
existing port security/p5-openxpki, needed to enable
SCEP protocol on server side of the openxpki server.

The proposed version of the port has passed tests
on FreeBSD-10.0 (amd64) with:

- port test
- poudriere testport ...

log from poudriere

poudriere.log uploaded as attachment:

poudriere testport -j 10-amd64 -o security/openca-tools > poudriere.log

I have uploaded a new shar archive: the previous one had unnecessary

PKGNAMEPREFIX

declaration.
