ports-mgmt/prhistory [maintainer] STAGE svn diff

ports-mgmt/prhistory

adds MAINTAINER, STAGE
modifies pkd-descr (minor reformatting)

trivial additions, modifications required.
As I already maintain gnats4, this seemed a natural addition.

It has MAN defined still like so many others.
Please don't submit any more staging PRs.  You've got serious defects in the ones you are submitting.  It's a real burden for us, even dealing with PRs.
