Marcus, These github "test" requests are coming in pairs (in other words, duplicate PRs) and nobody is cleaning them up.  There are several in "new" state now.

Who is responsible for these tests and who is responsible for closing this PRs?  I see them get opened but never closed.

John, as of now no one is responsible for closing them, except for me. Its untrue I am not closing them ever, I do that every now and then, when I am doing some testing, so in worst case they're hanging around opened for a few days. It wouldnt be a problem if we'd have dev/test/stage Bugzilla instances, but we dont, so I was told to work on this one. You can leave those tickets with me and stop worrying about them :)
