man 5 pkg.conf 

documents ASSUME_ALWAYS_YES: boolean
"as if it the -y flag was specified.  Default: NO."

pkg -y
pkg: illegal option -- y

It would be convenient if the -y option was functional.

It should be "pkg install -y" so that makes this a documentation bug now. I found the man page for pkg.conf confusing.
