Enable static library building and packaging.

Hi,

I've noticed that the libfontconfig.a static library was absent from the package. While it doesn't affect any port, it would be nice to have it for developers and third party packagers  think, could it be enabled in the build/plist? (patch attached to do so)

Static library was re-enabled in May, sorry for the delay.
