According to the guide introduction is marked for everyone (i.e. only committers) but then has a caveat.

6.2. For Everyone

  1. Introduce yourself to the other developers... Email this to the
  FreeBSD developers mailing list and you will be on your way!

  Those who are developers but not committers will not be subscribed to
  the committers or developers mailing lists. The subscriptions are
  derived from the access rights.

To make the step (and order) more visible let's move it under

6.1. For New Committers
  Procedure 1. Steps for New Committers

Oh, typo in the first sentence of comment 0. Read as:

  According to the guide introduction step is marked for everyone (i.e. not only committers) but then has a caveat.

I think actually, the introduction step should apply to all developers; given that "developer" is distinct from "committer" in that a "developer" has a freefall account.  I can't off the top of my head remember what kind of people have "developer" accounts, other than staff such as dhw, given that we don't have to have freefall accounts to be GNATS contributors any more.

Well, this one sat open for a while didn't it!

At some point since 2018, this paragraph was added right at the beginning:

Almost all FreeBSD developers have commit rights to one or more repositories. However, a few developers do not, and some of the information here applies to them as well. (For instance, some people only have rights to work with the Problem Report database.) Please see Issues Specific to Developers Who Are Not Committers for more information.

I think that this probably suffices to solve the issue.
