Biber [1] which is a BiBTeX replacement supporting UTF-8 is missing in the TeXLive installation.

Possible explanation why is it missing, might be in [2].

maintainer of print/texlive-full was never informed ...

Biber has been available as a standalone port since ports 392544.

I don't think there is much left to do here.
