Libreoffice builds without off-line help by default, neither is there a configurable option to enable it. This, I understand, used to be due to build crashes with this option enabled. But now it builds OK and runs OK. So maybe add this to configurable options?

Hi, I tested with the above patch on FreeBSD 11.0-RELEASE-p3 amd64. The offline help is now built and shows up from the Help menu. If this patch looks correct, please consider including it.
