ktp-log-viewer shows message "There no logs for this day", but there are a lot of history files in ~/.local/share/TpLogger/logs/

Do you see some log messages related to telepathy when running/trying to view the history?

There is an upstream bug concerning the issue, with a working work-around patch attached:
https://bugs.kde.org/show_bug.cgi?id=345446
(put it into net-im/ktp-common-internals).
