Makefile with CPE information added

lang/gcc (which devel/powerpc64-gcc is based on) has had vulnerabilities with a CPE identifier assigned (e.g. CVE-2008-1367). This patch add CPE information as suggested in the FreeBSD wiki[0].

The original patch does not apply against the current portstree (r405534 +).

I've updated the patch to fix this.

I'm closing this ticket, because its more than 2 years old. Meanwhile the maintainer has changed and the port was updated several times. I'm not sure if the patch is still valid and correct. Besides the patch could not be applied anymore.

If some thinks the change is still needed, please open a new PR and add me as CC. I will take care of it than.
