- Update security/polarssl13 to 1.3.11
- Patch a Makefile so regular make install works
- Replace a patch with MAKE_ENV
- Bump dependent ports
Committed with additional changes to simplify the port a bit.
I think a port name change would make the name more in par with upstream
polarssl13 -> mbedtls as that is technically the name of it now.

Yes, but all existing code that uses the library is still using the name polarssl in configure scripts, makefiles, code comments, etc. Keeping polarssl13 makes it easier to find. Version 2.0 will be incompatible with 1.3 so it's very likely that a new port will need to be created for it, which can be named mbedtls2 or something.
