I have a process stuck in a stopped state (I do not know why it was stopped). Process information in the kernel can be changed ('procstat -i' below shows that SIGTERM and SIGKILL were sent), but it is unkillable and does not respond to SIGCONT.
Both gdb and truss simply wait after attaching to the process. I am keeping this system up for a while, so I can gather more information if needed.

Started to observe the same issue (https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=208138), but for a different OS ver.

Could you confirm you are still observing that issue?

Btw, what's the video driver your system is using?
