Upgrade portscout service to latest package version for new features and fixes:

Please contact me privately to obtain a API key/secret to bypass (read: significantly increase) the low (50 requests/hour) GitHub API request limit. This will need to be placed in the LOCALBASE/etc/portscout.conf

Provided updated Github API key/secret to peter@ for 5000 reqs/hour instead of the default rate limit of 60 reqs/hour, which should cover us for all Github ports, for now.
