shar with new port www/gitlab-workhorse

attached a shar with a new port "gitlab-workhorse". While the port is only needed for the new port www/gitlab it is developed and maintained as a single project. Following this line within the portstree makes maintaining of GitLab and GitLab-Workhorse much easier. Therefore the new port.

poudriere build fine for:
9.3 amd + i386
10.1 amd + i386
10.2 amd + i386
11-current r293820 amd + i386

portlint is also fine.

  New port: www/gitlab-workhorse.

Gitlab-workhorse is a smart reverse proxy for GitLab. It handles "large"
HTTP requests such as file downloads, file uploads,
