bump to 4.11.0

Patch attached updates linux-c6-nspr to 4.11.0 and fixes the vuln documented in r413229.

Tested in poudriere with both c6 and c6_64, successfully.

I noticed after the MFH that the distinfo.x86_64 received a modification to include the i386 distfile which the quarterly branch doesn't use, but decided not to alter it as the i386 libs won't get installed and the package is unaffected.
