ruby 2.3.0 build log on FreeBSD 10.2

Please see the build log and the attached patch. It fixes the build failure with  CAPIDOCS option enabled.

Resolved by r414651 although the commit looks bad because it uses %%RUBY_SUFFIX%% and %%RUBY_DEFAULT_SUFFIX%% in wrong places.
