articles/leap-seconds: charset changed from UTF-8 to EUC-JP because Japanese documents are under ja_JP.eucJP doc directory.

textproc/itstool, the program that extracts translatable strings from XML files and then regenerates the translated XML file from the PO file, only supports UTF-8 output at present.

If possible, it would be better to develop a process to convert the language directories from their existing encoding to UTF-8.  Help with this would be welcome.

With the Hugo/AsciiDoc migration all the documentation it's in UTF-8.
