adds php-suhosin7 port

Hi,

php-suhosin does not work on PHP 7, current efforts are to provide a rewrite for this under the name suhosin7, so this adds the latest version from the official GitHub.

Builds ok on 11.0-RELEASE.

That said, maybe a committer would like to take it anyway.

Also please note the rather bold warning upstream that, imho, should be added to this port as well:

I'm abandoning this, confirmed random segfaults in php 7.0 applications. Not ready at this point.
