fstrm from 0.2.0 to 0.3.0

fstrm is a dependency for dnstap in dns/unbound, dns/knot2, dns/knot-resolver.
Murray Stokely alerted me that version 0.3.0 seems to make better unixsockets than 0.2.0
Attached patch updates fstrm from 0.2.0 to 0.3.0

Also TEST_TARGET should point to a Makefile target:, but it ppears the current value of this variable in the current version of the attachment points to a log file. Is this intended and correct?
