libressl buildfix

After recent libressl update postgresql92-server and postgresql93-server
are failing to build. Attached patch fixes build by using state functions
instead of accessing now internal variable.

After contacting upstream, they are aware of this bug and latest stable branches
contain a different fix. New releases should happen in week or so, let's wait and see.

r440628 fixed issue for me, closing.
