When running under -u ... Supplying -d should override and eliminate scanning of the builtin /usr/local/share/cpucontrol directory. This will permit testing of only those files in -d, instead of also applying whatever is in the builtin. At minimum, add option -f <file>, do not walk any dirs, apply only the specified file.
