packetq 1.3.1

3 hours ago a new release of PacketQ was made.
Not much has changed, and so all my poudriere jails passed this patch flawlessly.

I've removed pkg-plist as the data is redundant in Makefile
(and was causing problems while testing).

FYI, there's is no pkg-plist in ports tree.

% ls -l /usr/ports/dns/packetq
total 1
-rw-r--r--  1 root  wheel  185 May 26 03:45 distinfo
