Removal of mentions of LINPROCFS and LINSYSFS.

Currently LINPROCFS and LINSYSFS are present in NOTES, however they are set in the options to get entered to opt_dontuse.h. As such they are a no-op, so remove from NOTES.

Also adjust another relevant file to remove pointers to non-existing options.

This will need a MFC to 11-STABLE, but then the similar change to sys/pc98/conf/NOTES also needs to be MFC'd.
