patch to the ports tree

The attached patch updates math/dynare to last release: 4.5.1

About this update:
 - Changes in pkg-plist
 - Regenerated patches with "make makepatch" to avoid portlint warnings
 - Added LICENSE
 - Added missing library dependencies

Dear Dynare users and friends,

We are pleased to announce the release of Dynare 4.5.1.

This is a bug fix release.

The Windows packages are already available for download at:

http://www.dynare.org/download/dynare-stable

The Mac and GNU/Linux packages (for Debian and Ubuntu LTS) should follow soon.

This release is compatible with MATLAB versions 7.3 (R2006b) to 9.2 (R2017a)
and with GNU Octave versions 4.2.

 - poudriere builds for {10.3,11.0,11.1}{amd64,i386}: OK

Ideally the bugfixes/compliance issues can be separately committed from the update allowing the former to be merged to quarterly.

I'll rework the patch and split it in two: one with the fixes and one with the update to 4.5.1

There's a more appropriate PR at https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=221316 that contains only the fixes for the current port.

Another one will follow with the update to 4.5.1
