New port, as a shell archive

The port is architecture neutral and requires Python 3.
There isn't any py- prefix, as the Python script is a mere helper one.

There isn't any dependency to sysutils/py-salt, as it could be used,
at least in theory, without Salt installed on the system.

It looks like the https certificate is outdated.

It works now, but the build fails:

====> Running Q/A tests (stage-qa)
Error: '/usr/bin/env python3' is an invalid shebang you need USES=shebangfix for 'bin/salt-get-config-dir'

This no longer appears to be relevant, given no response for ~1 year
after comment #2.  I think we can close.
