I searched for 2 keywords. On FreeBSD 10 I get:

$ env PAGER=cat apropos foobar c89
c(7), c78(7), c89(7), c90(7), c99(7) - The C programming language
c89(1)                   - POSIX.2 C language compiler
foobar: nothing appropriate

On FreeBSD 12-current
$ env PAGER=cat apropos foobar c89
c89(1) - POSIX.2 C language compiler
c99, c, c78, c89, c90, c,, c78,, c89,, c90,(7) - The C programming language

The failded search for “foobar” will not be printed as an error or warning. It should.
