skip unneccesary port rebuilds

When doing quick turns of SD cards, there is no reason to rebuild the needed ports each time if they are already installed in the chroot.

There's something the matter with this patch.  If the port is _not_ installed the scripts just exits after the 'pkg info' test is run.  I'll investigate, but in the meantime, skip this patch.
