svn(1) diff w/ py-esptool added

Add devel/py-esptool; provides esp{efuse,secure,tool}.py binaries for communicating with and programming the ESP8266.

Test build with: Poudriere (amd64, stable/10; armv6, stable/11; amd64, -CURRENT)
Tested on:  NodeMCU (provided by wblock@)
Portlint: Happy (save for some flavors-related errors that I ignored happily; using -AC)
