Remove unnecessary rubygem-backports

- Bump PORTREVISION for dependency and package change

I think backports is still needed for people who have DEFAULT_VERSIONS=ruby=2.3

rubygem-backports is more than "Ruby 1.9 backports for 1.8"

I know that. Since it still requires backports, I'm closing this PR.
