[NEW PORT] sysutils/intel-pcm-devel: Process Count Monitor (PCM) for Intel processors, r466636
It's the -devel version of 'sysutils/intel-pcm'; patch is still needed.
Took the time to correct 2 warning messages in both ports:
WARN: Makefile: : the arguments to ONLY_FOR_ARCHS are not sorted. Please consider sorting them.
WARN: Makefile: "ONLY_FOR_ARCHS" has to appear earlier.
Phabricator's URL added to this PR.
Also added a quick reason why it might/could be added to ports; "Might be useful for some people that query or benchmark any FreeBSD machines and want to have alternative versions of the Intel's PCM to compare results".

Add sysutils/intel-pcm-devel: Process Count Monitor (PCM) for Intel processors
Processor Counter Monitor (PCM) is an application programming interface (API)
and a set of tools based on the API to monitor performance and energy metrics
of Intel(r) Core(tm), Xeon(r) and Atom(tm) processors.
This requires the 'cpuctl' module to be loaded.
