untar this in /usr/ports/sysutils/

No big deal.  Add a Makefile and a pkg-descr file based on other u-boot ports.  See tar file attached.  Needed for build of Orange Pi PC Plus.

As requested by Emmanuel Vadot <manu@freebsd.org> maintainer was changed to uboot@freebsd.org and a diff file was created.
