baresip and requirements version bump

The current baresip version on FreeBSD ports is a little bit outdated and the developer ask to update to the latest version. For that reason I updated all requirements and the baresip port itself.

Tested on: FreeBSD-12-CURRENT, amd64

I'm happy to help as maintainer for these ports, but I do not have any commit access (if that is a requirement).

No need for commit access-- just means you get to keep up to date with any bugs posted and can give advice.

You'd have to approve changes and can do what you like, just open a PR and someone will commit it.
