WITH_BDB6_PERMITTED provides special handling about Berkeley DB 6. Comment says it is due to its stricter Affero GNU Public License. But ports has license framework and license issue should be handled with it. For example if someone don't want to accept Affero GNU Public License, then he should add 'LICENSES_REJECTED=AGPLv3' in /etc/make.conf. So remove WITH_BDB6_PERMITTED from Mk/Uses/bdb.mk.

What will happen if AGPL v3 is configured as rejected and the framework would pick db6 after the change?

I think this is fraught with too many concerns.
