Remove obsolete option and associated slave port

LLVM 3.8 is old and unmaintained.  We would like to remove it.

OK to remove support for CLANG38 which was only added for science/py-tensorflow anyway. Since that port has been removed I'm happy with dropping that option and the corresponding slave port.
