After ports r480151 we're ready for exp-run on FreeBSD 10.4 and 11.1.

With 11.1 EOL in 1 week and and 10.4 EOL in 1 month and 1 week, I don't think this update is needed.

Conserving resources makes sense. Even if I start switching everything else to llvm70 after 2018Q4 branches it'd likely take months, anyway.
