Update; Regen patch

lang/vala:
 
 * Update to 0.42.0
 * Re-generate patch using make makepatch

portlint -AC: Looks fine

poudriere(amd64) 12-current: built fine

Have you tried building the ports that depend on vala?  I think I tried an upgrade to 0.40.x and got quite a bit of fallout.

Probably needs an exp-run before committing.

A port I was attempting to upgrade required a newer version, so I upgraded vala to try and get it to work. But yea, it has way too many for me to attempt to test them.

bug #229761 - [exp-run] Update gnome to 3.28. 
is already trying to update vala to 0.40.7.

There is already an exp-run in progress to update vala to 0.40.7.

vala 0.42.x can wait a few months.

Note that 0.36.x and 0.40.x are Long-term Support,  while 0.42.x is not  (0.44.x will likely)
