How to reproduce:

[root@adm2 ~] grep defaultpasswd /etc/pw.conf
defaultpasswd = "yes"
[root@adm2 ~] pw useradd -D -w random
[root@adm2 ~] grep defaultpasswd /etc/pw.conf
defaultpasswd = "yes"
[root@adm2 ~]
