Sound preferences control panel is broken on MATE desktop.  Right click on speaker icon will open control panel.  On my system the sound theme pull down, choose an alert sound, and the enable button sound option check box are greyed out and unavailable.

You need audio/freedesktop-sound-theme. Everything is disabled because there are no sound themes installed.

Thank you that fixes it and enables sound events.  If any developers are reading this, shouldn't audio/freedesktop-sound-theme be installed automatically with MATE if not how do users know it needs to be installed?

Reopening this because I believe there is still a bug here.  It is true that installing audio/freedesktop-sound-theme populated the "sound effects" tab with a default theme, however there is still an issue.  Although I can successfully doubleclick on a sound and hear it play through the speakers, the sound will not play as a default event sound through the speakers.

Steps to repeat:

open sound preferences
click sound effects tab
choose default sound theme
check enable button sounds
open a terminal window
press backspace key many times until line is blank and continue to press key

You should be able to hear sound coming from the speakers when continuing to press backspace key.  I do not hear sound from speakers it is coming from the onboard motherboard speaker, the one that beeps when the machine reboots for example.

After further research it seems that this problem is caused by having Compiz enabled.  Without Compiz enabled the sounds effects work as expected.  However with Compiz enabled the sound effects do not play through the speakers.  The procedure to reproduce is the same except Compiz needs to be enabled.  If the developer does not have the environment to reproduce I would be happy to test patches.
