How to reproduce:
1. On non-KDE machine (having xfce4), build/install ark with all options "on".
2. Try to open a "rar" archive.
3. Observe the message (see the subject)

Additionally, please consider enabling ZIP and RAR options by default. Ark can be used as an archive opening helper. There are a lot of .zip and .rar archives online, and this makes it a hassle to manually rebuild ark after every system update.

Can you verify whether /usr/local/lib/qt5/plugins/arkpart.so is present and installed by ark?


Whats the content of the following vars: 
 * $QT_PLUGIN_PATH
 * $XDG_DATA_DIRS
 * $XDG_CONFIG_DIRS
[we set them in startkde].

Yes, this file is installed:
> $ pkg which /usr/local/lib/qt5/plugins/arkpart.so 
> /usr/local/lib/qt5/plugins/arkpart.so was installed by package ark-18.08.1


Variables:
> [x@x ~]$ echo $QT_PLUGIN_PATH
> 
> [x@x ~]$ echo $XDG_DATA_DIRS

Can you try with QT_PLUGIN_PATH=/usr/local/lib/plugins:/usr/local/lib/qt5/plugins -- I'm not very optimistic it will help, but worth a try :)

Can't reproduce in twm with kf5 installed from official packages, and ark compiled locally (to check that the options are correct -- right now, RAR and 7ZIP are default). Closing as "can't reproduce, response timeout".
