Interactive mode asks "Uid (Leave empty for default): ". Entering 1001 on a pre-installed system (such as Raspberry Pi images with `freebsd` user) will create the new user as 1002 without any hint. The manpage makes it clear with `-u uid_start`, but interactive mode should denote this behavior (or ask again on clash?).
