The package builders haven't been upgraded yet, so they're not yet building packages for 13. That'll happen soon, and 'pkg-static install -f pkg' should succeed then.
But why do I get this same warning on a system that has a consistent -CURRENT kernel and world, even after re-building pkg on that system from a port? kern.osrelease: 13.0-CURRENT kern.version: FreeBSD 13.0-CURRENT #10 r339443M: Fri Oct 19 11:16:14 CEST 2018 The pkg command built on 12-CURRENT did not emit that warning, even though *that* binary had been built on a different "major version" ...
This is an issue with the package builders needing to be updated.
It's not the package builders. I see this same issue on virgin jails: freshly built pkg from ports in the jail.
