Diff to be applied for chkascii 1.3 to update to version 1.4

chkascii has been enhanced (checks for valid OS; better man page) and the license has been switched to BSD3CLAUSE, permitting a lower base size.

I expect this new version (1.4) to be the long-term stable release.

Request committer to specifically check at his/her end if happy with the LICENSE file and the SYNOPSIS in the man page. I would like to get this one absolutely right.
