Update references:
pkg(1) -> pkg(8)
libfetch(3) -> fetch(3)
pkg_repository(8) -> pkg_repository(5)

The pkg.conf(5) man page has the wrong sections for multiple cross-references.

This has already been fixed upstream, at least in 1.17.5_1.
