After installing redmine 3.4.6 on a fresh FreeBSD 12.0 jail, I realized ImageMagick was missing, then I made a ZFS snapshot and installed ImageMagick6-nox11 package. 

After ImageMagick6-nox11 installation Redmine was given a 404 not found error. Then I made a new snapshot and compare both .

Closing after nearly 3 years of silence. Sorry, Michael, that to took so long to get back to you in the first case (thanks Daniel for doing that). There does not seem to be anything in ImageMagick itself that might cause this. Looking at the ZFS diff, there is mini_magick in there as well, so it may be the Ruby parts causing the issue.

In any case, not reproducible and timed out (in the meantime none of the software versions mentioned in the OP are still valid).
