Please create an 'iflib' group used for reviews affecting the iflib network driver infrastructure.

Please add new global Herald rules adding '#iflib' as a reviewer on the following paths in the source repository:

- sys/net/iflib*
- sys/net/mp_ring*
- sys/net/ifdi_if.

So, the group is https://reviews.freebsd.org/project/manage/73/
Any committer can join it (seemed the most logical, but maybe I'm wrong, I can change if needed)
