Found by accident as part of ports r497318.  Port has

OCTAVE_USES=	octave

but there is no USES=octave.

$ make WITH=OCTAVE
make: "/home/tobias/ports/check-php/Mk/bsd.port.mk" line 1470: Cannot open /home/tobias/ports/check-php/Mk/Uses/octave.mk
make: Fatal errors encountered -- cannot continue
make: stopped in /home/tobias/ports/check-php/science/jdftx
