I did not test 0.7.4 build with current proj-5.1.0.
Would you have a test of it and commit the PR if it build with proj-5.1.0 ?

  --with-proj-api=yes/no  use the deprecated proj_api.h even when PROJ 6 is
                          available; default no

Does it make sense to add "--with-proj-api=yes" to CONFIGURE_ARGS?
